medcom.id, Jakarta: Social Media Observer Nukman Luthfie assessed that many netizens using Facebook and Twitter do not understand the limitations of social media utilization. It has become the reason that many social media users have stated their hate over something written on a personal account.
"Our social media users are still new, in a learning process. They don't know the limitation. For example we don't like other religious worship places and say 'I'll burn your place', when talking like this, they don't know that it's wrong," said Nukman in the Primetime News dialog in Metro TV, Sunday (11/1/2015).
According to Nukman, it does not matter if the netizens have the opinion within its personal account when they are upset about something. But he said, the important thing is that the hate speech is not potential in causing chaos and riot.
"The most important thing is no threats, it can't be," he said.
Nukman said that the social media users should be aware that the opinions they mentioned should not contain hate, especially related to race, religion, tribes and groups. He stated that the social media policies such as Facebook's and Twitter's has conducted the regulation that should be understood by netizens.
"Actually, even with no circular letters they should understand. There's a regulation on the social media that does not allow hate content," he mentioned.
Previously, the Chief of Police released a Circular Letter (SE) on the management of hate speech, titled No. SE/06/X/2015. One of the content of the circular letter is a call towards hate speeches such as blasphemy, defamation, sacrilege, unpleasant acts, provocations, incitement, as well as spreading false news, to be imprisoned.
