According to Suharyanto, accelerating emergency handling starts from search and rescue, how the basic needs of affected communities can be met as soon as possible to handling infrastructure and others. Moreover, if the regional government has declared an emergency status, then things that are a top priority for the safety of the community must be carried out immediately.
"There should be no more news that there are still residents who are isolated and have not had their basic needs met. If there are still floods and roads are cut off, all kinds of methods must be accessible. I ask the TNI/Polri, when there are difficulties related to terrain and distance, they must be able to be the pioneers. If "We need the TNI and Polri to use backpacks to swim through the flood to provide assistance," stressed Suharyanto, as quoted from BNPB statement.
Furthermore, the Head of BNPB also asked the West Sumatra Regional Government to immediately submit everything needed for emergency handling, both from logistics, equipment and operational funds. Suharyanto gave an example, if heavy equipment is needed, it is immediately deployed. BNPB will help in terms of operational budget.
"If anyone still needs heavy equipment, immediately register it and submit it. BNPB will help with the budget," said Suharyanto.
In order to maximize all resources, efforts and time to be more effective and efficient, Suharyanto emphasized that repairs to damaged houses and infrastructure can be started immediately in parallel with the emergency handling stages.
Previously, West Sumatra Governor Mahyeldi said that there was 1 village in Pesisir Selatan Regency that had to be relocated immediately because it was not possible to rebuild it in the same location. Responding to this, the Head of BNPB requested that land permits for relocation be taken care of immediately.
"Immediately prepare and take care of the land permit. When we have the land, we can immediately build it for relocation. It can be built by PUPR or BNPB, it just depends on what the mechanism will be," he explained.

In line with this, the Head of BNPB also encouraged efforts to collect data on infrastructure damage to be accelerated so that the construction of relocation houses could be carried out immediately. The head of BNPB does not want the public to wait too long so the regional government and all stakeholders must work optimally.
"Don't drag out the data collection, if it takes too long and there is rain with the same intensity, the infrastructure will be worse. The loss of 226 billion is definitely the biggest in infrastructure," said Suharyanto.
Meanwhile, Suharyanto said that BNPB would provide Housing Waiting Fund (DTH) assistance to residents whose houses had to be relocated. This DTH can later be used to rent a temporary house, while the relocation house is being built. The amount is 500 thousand rupiah per head of family.
1.75 Billion DSP Support
As support for efforts to accelerate emergency handling of hydrometeorological disasters that hit the West Sumatra region, BNPB provides operational support for Ready-to-Use Funds (DSP) totalling 1.75 billion, with details of 350 million for Pesisir Selatan Regency, 250 million each for West Sumatra Province, Padang Pariaman Regency, and Padang City. Furthermore, West Pasaman Regency and Mentawai Regency each received 150 million, Korem 032/Wirabraja 150 million, Pesisir Selatan Police 100 million, and Kodim 0311/South Pesisir 100 million.According to the Head of BNPB, this DSP can be used for operations or other emergency matters such as purchasing residential furniture such as stoves, gas, rice, and so on.
"People can use this equipment directly to cook or fulfil their basic needs. We hope that the affected communities will be handled well. Fulfil their basic needs with this DSP," he added.
Apart from ready-to-use funds, BNPB also handed over logistical assistance and equipment in the form of 2 units of rubber boats, 10 units of alcohol pumps, 2 units of refugee tents, 100 units of family tents, 500 basic food packages, 500 packages of ready-to-eat food, 500 protein biscuits, 500 hygiene packages kit, 500 blankets, 500 mattress sheets, 20 units of water purifier, 2016 bottles of liquid soap, 5 units of chain saw, and 100 units of veld for each Regency/City that has declared emergency status.
To date, of the 12 affected districts/cities, 5 regions have declared Emergency Response Status. As for the areas that have been covered Pesisir Selatan Regency, Padang Pariaman Regency, Padang City, West Pasaman Regency and Mentawai Islands have declared emergency status.
Fatalities
As of Monday 11 March, the total number of fatalities due to the hydrometeorological disaster in West Sumatra Province was 32 people, with details of 23 who died and 6 who were searched in Pesisir Selatan, then 3 other people who died came from Padang Pariaman Regency.Head of BNPB Visits Bansor's Worst Spot in Pesisir Selatan Regency
After chairing the coordination meeting, the Head of BNPB immediately left for Pesisir Selatan Regency where the worst point of the flood and landslide disaster occurred on Tuesday 5 March. During the inspection, the Head of BNPB saw directly one of the roads which had been cut off due to being eroded by the flood.
Suharyanto also met directly with the Regent of Pesisir Selatan Regency and requested that emergency treatment be carried out as soon as possible.
"Communicate immediately whatever is needed at this location," he said.
Apart from that, the Head of BNPB also took the time to dialogue with residents whose houses were heavily damaged due to being carried away by the flood currents. Suharyanto said the government would immediately relocate the residents' houses in Koto XI Tarusan District, Pesisir Selatan Regency.
"Ladies and gentlemen, we will relocate all those whose houses were damaged here. Because it is no longer possible to build houses here, OK? Please be patient, everything is being taken care of," said Suharyanto.
After dialogue, the Head of BNPB directly provided basic food assistance to affected residents. There were 500 basic food packages and 2 public kitchen trucks provided directly at that location.
At the inspection location, people were seen starting to clean their houses from mud after the flood.
At the same time, BNPB Principal Secretary Rustian was also assigned by the Head of BNPB to directly inspect the locations of residents' houses and roads that had collapsed due to river erosion in Koto Duku, Koto Lalang sub-district, Lubuk millilan sub-district, Padang city and in Talao Mundam, Batang Anai sub-district, Pariaman Regency, Province West Sumatra.
