medcom.id, Jakarta: Member of the Commission IX of the House of Representatives, Okky Asokawati stated that the public spending allocation in the State Budget Draft (RAPBN) 2016 should be greater than the routine expenses budget (bureaucracy). The issue is important as the budget is not meant for the bureaucrat's welfare, but entirely for the people.
"I am urging that public spending should be greater than the routine spending (bureaucracy). The effort is solely meant as the application of constitutional mandate of Article 24 paragraph (1) of the Constitution (UUD 1945)," Okky stated in Jakarta, Thursday (6/4/2015).
Within the work meeting between Commission IX and Minister of Manpower Hanif Dhakiri, the percentage of routine spending (bureaucracy spending) against the public spending is not visible. Therefore, it is still unclear whether Minister Hanif's supports the pro-people programs or not.
"The situation is different than BNP2TKI revealing their budget percentage of 60 percent for public spending and the remaining 40 percent for bureaucracy," stated Okky.
She assessed that the percentage of public and bureaucracy spending is important to ensure the ministry's programs are completely pro-people or not. "Whether that program is a copy-paste from the previous program or not. Whether the ministry has a breakthrough on work programs, or are they stagnant," Okky concluded.
The politician stressed that the main goal of the budget is solely for the people's welfare as mandated by the Constitution in its Article 23 Paragraph (1) UUD 1945. "State Budget is not for bureaucrats by allocating more spending on them than the public spending," she stated. (Eps)
