National Oil Company Should Conduct Oil and Gas Management: Lawmaker

medcom.id, Jakarta: Member of Commission VII of the House of Representatives, Kurtubi, called for the national oil and gas management to be conducted by national oil company (NOC) and not by government institution.
 
Kurtubi rejected plan to transform Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) into a special state-owned company.
 
"SKK Migas should be disbanded and merged with Pertamina," said Kurtubi in a press statement in Jakarta, Tuesday (4/12/2016).
 
Kurtubi also requested Regulatory Agency for Downstream Oil and Gas (BPH Migas) to be merged with the Directorate General of Oil and Gas. The reason is to simplify the system. 
 
He argued the presence of BPH Migas currently is a burden to oil companies as they have to pay allowances. He urged that the system should be simplified to attract investments. 
 
Moreover, he argued that the government institution is forbidden to conduct business. Therefore, the national oil and gas resources should be managed by NOC. Assets such as oil and gas reserves should be managed, listed and monetized by NOC.
 
"And of course, the NOC should be Pertamina," said Kurtubi.
 
Kurtubi underlined that the government is still the decision maker. The government's position is above Pertamina. The company itself is assigned to maximize the state income from the oil and gas sector.
 
Executive Director of the Indonesian Resources Studies (IRESS) Marwan Batubara mentioned that the state ownership of oil and gas resources should be recalculated. He argued that the current policy is too liberal.
 
"It means Pertamina is like a guest in its own country. It threatens energy security" concluded Marwan.
